Before we get into why IPEMA-certified mulch is used on playgrounds, we should probably establish what IPEMA stands for.
IPEMA is an acronym for International Playground Equipment Manufacturers Association. IPEMA is the governing body that created the standard for playground equipment and in turn also oversaw and created the standards for playground mulch.

When a mulch distributor makes a batch of playground mulch, they have to go through a certification process to make sure the mulch is being made a certain way. The way they grind the mulch is special because it ensures no splintered ends. Mulch has clean cuts on the end of the wood chips.
Also during manufacturing this special mulch goes through several machines to ensure no foreign objects end up in the mulch that could harm a child. Part of that involves going through a series of magnets to make sure no metal pieces end up in the mulch. The final part of the process also ensures that wood chips are uniformly sized appropriately.
